WIOCC Group has signed an agreement for a combined US$300 million investment from Africa Finance Corporation (AFC) and Saudi Arabia’s Vision International Investment Company. The capital is intended to accelerate the company’s expansion across Africa’s digital infrastructure market.

WIOCC operates in more than 30 African countries and describes itself as a carrier-neutral, open-access platform. Its business spans terrestrial fibre, metro networks, subsea cables, data centres and related digital services. The investment was announced on 1 September 2026 at the LEAP technology exhibition in Riyadh.

Building capacity behind online services

WIOCC said the investment would support data-centre deployment and consolidation, extend its terrestrial fibre footprint and fund strategic investment in subsea assets. These are capital-intensive networks that sit behind cloud platforms, business connectivity, content delivery and newer workloads such as artificial intelligence.

Open-access infrastructure can let multiple service providers use shared networks instead of each building a separate nationwide system. That can lower barriers to entering new markets, although the commercial value depends on whether the network reaches areas where demand is growing and customers can afford to connect.

Investors seek long-term infrastructure returns

AFC’s involvement reflects the role of regional development finance in projects that require patient capital and cross-border coordination. WIOCC’s shareholder base already includes telecom operators such as TelOne, BoFiNet and Telkom Kenya, alongside international investors. The company says it has supported connectivity across the continent since 2008.

The scale of the announced investment is notable, but it is not itself a measure of new coverage or improved service. Those outcomes will depend on how quickly projects are deployed, how the capital is allocated and whether additional capacity translates into reliable, competitive connectivity for businesses and communities.
